Suzaku is now contracted to 3of3 (as of this thread), which means he gets the following:
"BALANCE. The ability to take on a wrong and 'pay it back' equally. Basically like a 'reflect' spell or the ability to heal (by taking the injury onto themselves). There are some other restrictions♥"
In addition, he can serve as Three's counsel and has offered to do what he can to lessen the pain of what might be necessary to restore balance.
From his key, there is this: "a simple small braid of dark blue yarn. Small and easy to miss."
In canon, a lot of what Suzaku does is meant to atone, to strike a balance with what he has done in the past. An eye for an eye is essentially the way his mind works—since he killed his father, he'll live as much as he can to right his own mistakes before dying himself. He feels that by breaking rules, he breaks the balance, and therefore, he works from the inside to change things. However, in game, Three had angered Suzaku for a while ... until he realized that it was not Three but her nature, and that it was not always just her. If anything, in his mind, she's forced to deal with the imbalance that the others give them.
The new world made it very clear to Suzaku that balance is something to be fought for, because people have lost a lot in the process (the clinic, other things, their own sense of stability), and he doesn't like it very much. He sought out Beauty for the sake of getting a deal from her, but all he wanted was to take, because he felt she gave enough. After a time, I suspect he decided it wasn't worth his time, especially observing the move and everything that took place. Not only does she have her "knight," so to speak (The Prince), she is bound by her story, inactive and unable to change things. So, for as idealistically inclined he was toward her when he first got to Aather, he drifted. Part of what he loves about Euphy is her drive to make things better and what she'll do to make that happen. It's also part of why he turns a blind eye on Lelouch and only goes after Zero. He wants to believe they can change things while he does the same (and he doesn't believe in his own cause).
He had a conversation with Sasuke that essentially talked about power and having the ability to succeed, as well as being disgruntled with the system. He doesn't lean toward Onyx's goals in the least—in general, I think Suzaku finds the conceptualization of Onyx to be a little out of his perception and he doesn't like that Mally is bound in a similar way to Beauty in his eyes—but he did see a point of stepping out from underneath Beauty to succeed where he needed. Conversations with Beatrice (albeit subtly here), Euphy, Lelouch, and Cassie (especially Cassie) all moved him toward quietly needing to do something. Overall, what Suzaku really wants in his own world is balance: it's imbalance that makes Britannia so awful. And it's imbalance that they use to their advantage to eventually restore balance, to bring everyone together ... though he doesn't know how yet.
The most recent game gave him a memory where he's motivated by Euphy and works together with Lelouch, and he only now grasps the importance of that latter thing, and how things could be better. Balance isn't just brought on by positive ideals and he realizes that now.
So, yes! He's been quietly moving in this direction and this is his way of making things better. Of trying to see balance in a way that's more acceptable. And this way, he can also go to Lelouch for advice, though he acted on his own (of course he did).
